Adds the Republic of Pirates to the game with 2 leaders. Black Bart and Blackbeard lead the Republic of Pirates.

Civilization Trait

Scourge of All Nations

All Naval units can perform coastal raids and have a chance to capture defeated ships. If not captured, defeated ships are plundered for gold worth twice the defeated unit’s base strength. No war weariness from combat.

Unique District

Pirate Safe Haven

A harbor district unique to the Pirates for specializing in early-game defense and late-game treasure hunting. Replaces the harbor and allows an extra building slot to purchase the Pirate Museum once the Cultural Heritage Civic is researched. Also removes the movement penalty for embarking and disembarking to and from this tile. Must be built on coast or lake terrain adjacent to land.

+1 Culture for each adjacent wonder. City walls allow ranged strikes from the Pirate Safe haven against enemy units. The Pirate Museum grants a free Treasure Hunter civilian unit. These units can extract treasured artifacts from antiquity sites and shipwrecks to be displayed in their home city’s Pirate Museum.

Pirate Safe Haven adds the Pirate Festival unique city project. The Pirate Festival is a Pirate unique project which provides Culture and Gold every turn and Great Person Points for Great Admirals and Great Merchants once finished.

Sloop

Pirate unique Renaissance era naval unit that replaces the Privateer. Faster, and can enter foreign waters without open borders. Formation units all inherit escort's movement speed. Cannot be seen unless adjacent to it. Unlocked at the Mercantilism civic.

Leaders

Black Bart

Trait: Pirate Democracy

Additional Wildcard policy slot. When Black Bart’s naval units defeat an enemy, it scavenges for supplies to heal itself instantly. If ship is captured instead, no healing occurs.

Blackbeard

Trait: Reign of Terror

Enemy units within 3 tiles of a Blackbeard naval unit are intimidated and suffer -5 combat strength per ship in range.
