TLDR: The world is unleveled, but enemies will also level with you over a certain range of levels.
If the player's level is less than the minimum level of an encounter zone, the encounter zone will ignore the player's level and use the minimum level. If the player's level is more than the minimum but less than the maximum, then the EZ will use the player's level to calculate the difficulty of the enemies. Vanilla Skyrim does not use maximum levels, and unleveled mods set the mininum = to the maximum, so they never change.
With this mod, EZs will level with the player over a certain range.

This follows the vanilla difficulty progression, so areas that should be accessible early in the game remain accessible, although still much harder. The most difficult quests in the game will have EZ's with level ranges from 50 to 100, but easy areas, like the Riften Ratways, will be manageable at low levels, though still significantly more challenging.
The loot/magic-find in this mod is nearly identical to Skyrim Revamped, which is based on Morrowloot. Loot is a little less generous than Skyrim Revamped and a bit more generous than Morrowloot. You will no longer find elven, glass, ebony, daedric, orcish, and dwarven on random bandits. Glass, Ebony, and Daedric is extremely rare and can be found from rare and extremely difficult enemies, but only at the end of these dungeons in boss chests. Load any patches hosted on the SR pages after the esp.
