Rework the primary boon of worshipping Talos as well as His tenets to make him slightly less anti-elven. What it changes?

The main boon is now a reduction of physical damages dealt by dragon (up to 40% depending on your favor with Talos) and for each dragon or dragon servant (read: Dragon Priest) in a 40 fts area around you, you gain up to 20% magic resistance (based on favor with Talos). Also, you no longer gain favor for killing elves. However, Thalmor are still free game, because attempting to cause the metaphysical collapse of the universe to eradicate the idea of mankind somehowfeel like a goal that the god-hero of said mankind would oppose.

Won't making the magic resistance stackable allow it to reach high levels when near several dragons or dragon priests?

For it to trigger, you have to be in 40 ft of said dragon or dragon priest. And if (somehow) you're fighting several dragons or dragon priests in melee range, odds aren't looking good for you anyway.
